According to a notice shared on the agency’s Facebook page this year, visitors taking photos for personal use can do so free of charge, provided they comply with four conditions. Otherwise, the activity will be treated as commercial photography and subject to a RM100 hourly fee.

The rules apply to five parks in Putrajaya:

  • Putrajaya Botanical Garden (Taman Botani Putrajaya)
  • Taman Saujana Hijau
  • Putrajaya Wetlands Park (Taman Wetland)
  • Anjung Floria
  • Taman Warisan Pertanian

Perbadanan Putrajaya did not state why the fee was introduced, but said the guidelines are intended to maintain the parks’ beauty and ensure visitors’ comfort.

Four conditions for free personal photography

Photography remains free as long as it is strictly for personal use and not for commercial, advertising, promotional or business purposes.

Visitors must also follow these four rules:

  • Only one camera is allowed.
  • No additional equipment such as extra lenses, gimbals, studio lights, reflectors, microphones or similar accessories.
  • No props, decorations or custom backdrops.
  • No outfit changes during the photoshoot.

Any photography session that does not comply with these conditions will be classified as a commercial shoot and charged RM100 per hour.

Netizens question the new rules

The announcement sparked debate online, with many questioning why restrictions were being imposed at public parks.

Some argued that the parks were developed using taxpayers’ money and should remain freely accessible for photography.
