Kuala Lumpur International Airport’s Terminal 1 has officially moved into full enforcement of its 10-minute kerbside limit, marking a stronger push to regulate traffic flow at its pick-up and drop-off areas. This follows a three-month trial period that delivered clear improvement in congestion and driver discipline.

Malaysia Airports said its Vehicle Access Management System (VAMS), which tracks how long vehicles remain at the terminal kerbside, has shown promising results. Over the trial period, the number of vehicles exceeding the time limit decreased significantly, dropping from 50% to 21%.

Managing director Datuk Mohd Izani Ghani noted that the findings supported the decision to begin full enforcement.

“As we enter the peak travel season, consistent enforcement will help ensure orderly access and smoother use of our terminal facilities,” he said.

Automated system with clear penalty structure

Under VAMS, license plate recognition monitors vehicles entering the kerbside area. Overstays trigger automatic fines ranging from RM10 to RM100, depending on the duration of the violation.

The system is designed to discourage prolonged stopping, curb touting, and enhance security around the terminal.

Alternative waiting areas provided

Drivers who need extra time before picking up passengers are encouraged to use alternative waiting spots, including:

  • Free 15-minute access at the Short-Term Car Park
  • Free 30-minute access at the Long-Term Car Park
  • A designated Public Waiting Area available at no cost

“The purpose of the enforcement is to maintain fair access and efficient traffic flow, rather than to penalize users. It ensures a smoother and safer experience for all airport visitors,” airport operator stated.
