The Employees Provident Fund (EPF) has announced that mandatory contributions for non-Malaysian citizen employees will begin with wages for October 2025, which corresponds to the contribution month of November 2025. Both employers and employees will be required to contribute 2% of monthly wages.

This policy covers all non-Malaysian citizen employees working in Malaysia with valid passports and employment passes issued by the Immigration Department of Malaysia, excluding domestic workers.

Enhancing social protection and fair labour practices

EPF Chief Executive Officer (CEO) Ahmad Zulqarnain Onn highlighted that extending mandatory contributions to non-Malaysian employees is a major step in strengthening the country’s social protection framework.

He stated that the initiative closes critical gaps in social security coverage, ensures fairer labour market practices, and provides retirement savings opportunities for workers of all nationalities.

Engagement with stakeholders and government agencies

In preparation for the rollout, EPF has actively engaged with government ministries, agencies, employer groups, foreign worker representatives, NGOs, and other stakeholders to ensure smooth implementation of the new policy.

Strengthened collaboration with immigration department

To support readiness, the EPF has partnered with the Immigration Department of Malaysia to improve system and data integration. This secure collaboration allows for information sharing on valid work pass holders, including Visitor’s Pass (Temporary Employment) and Employment Pass, through established infrastructures and agreed procedures.

The improved integration will enhance the efficiency and effectiveness of implementing the mandatory contribution scheme.

Employers can conveniently register online or offline

Employers who are not yet registered with the EPF must register their companies to comply with the new requirement and ensure a seamless transition. Registration can be completed online via the official EPF website or at any EPF office nationwide.

Automatic EPF membership for certain employee passes

For non-Malaysian employees holding a Visitor’s Pass (Temporary Employment) or Employment Pass, EPF membership registration will be completed automatically, with no need to visit an EPF office. Employers may confirm the accuracy of registrations through the i-Akaun (Employer) platform.

For employees with other types of passes, registrations and updates can be carried out at EPF offices as usual. Beginning January 2026, employees are advised to finalise their membership registration by updating their thumbprint records at the nearest EPF office.
