Beginning 1 January 2026, Malaysian drivers who fail to settle their Road Transport Department (JPJ) traffic fines will be blacklisted and barred from renewing their road tax or driving license, Transport Minister Anthony Loke Siew Fook announced.

He urged motorists to settle their summonses during the current two-month discount period, reminding that blacklisted individuals must clear all fines before renewal. Those who fail to do so will find their names recorded in the MySikap system, effectively blocking any renewal processes until the fines are settled.
The Minister explained that offenders facing court-related cases will be brought to court, while those with general traffic offences will be automatically blacklisted.
“This initiative ensures stricter enforcement and fairness across all categories of offenders,” he said.

Blacklist applies to both drivers and vehicles
Loke clarified that the blacklist applies differently based on the type of violation committed. Vehicle-related offences, such as speeding or running a red light, will see the vehicle blacklisted, while driver-related offences will affect the individual’s license.

Over 5.5 million fines still unpaid
As of November, JPJ records show 5,538,083 unpaid summonses, amounting to RM1.66 billion in total. This includes 3.69 million fines issued under Section 22 of the Road Transport Act, 1.39 million under the AWAS system, and various other offences.
Currently, JPJ offers a 50% discount on all outstanding fines, while the police offer a 70% reduction. Loke noted that the Cabinet’s decision to standardize JPJ’s discount across all offence types aims to maintain fairness and consistency in enforcement.

“Pay Earlier, Pay Less” system replaces discount campaigns
From 2026 onward, the JPJ and police will discontinue blanket fine discount campaigns. Instead, a new “Pay Earlier, Pay Less” system will be implemented, fines paid within 15 days will receive a 50% reduction, while those unpaid after 30 days must be settled in full.
The current nationwide discount campaign will end on 30 December 2025, a day earlier than usual to allow for year-end account closure.
